Renovation grants: Apply first, commission work second
A renovation often begins with an urgent question: What needs to be done, and how can it be financed? However, anyone wishing to use funding should not place an order prematurely. The correct sequence often determines whether funding remains possible at all.

Why the application comes before the binding order
The most important principle is: Clarify the funding before making a binding commitment to a contractor or having the work started. Many programmes exclude projects that have already begun. The start of a project may not only be deemed to be the first day of work, but may also include the conclusion of a supply or service contract.
This is particularly tricky because owners understandably want certainty when planning. The heating contractor has an appointment available. The roof is leaking. The windows are to be replaced together with other work. However, anyone who signs quickly in this situation may jeopardise a potential grant or promotional loan.
For various programmes, a contract may or must already be in place before the application is submitted. This contract then requires a condition precedent or condition subsequent relating to the funding approval. Put simply: The order only becomes effective or may be terminated if the requested funding is not approved. This is not the same as a standard order that is immediately binding.
Such conditions should not be improvised. The funding bodies sometimes provide sample wording. Adding such a provision retrospectively to an agreement that has already been concluded may be too late. If in doubt, owners should coordinate the wording with the funding body, the energy efficiency expert and, if necessary, a lawyer. The current requirements are explained by [KfW regarding heating subsidies](https://www.kfw.de/inlandsfoerderung/Heizungsf%C3%B6rderung/index.html) and the [Federal Ministry in the BEG FAQs](https://www.energiewechsel.de/KAENEF/Redaktion/DE/FAQ/FAQ-Uebersicht/BEG/faq-bundesfoerderung-fuer-effiziente-gebaeude.html).
What renovation funding options are available
The Federal Funding for Efficient Buildings programme is generally applicable to individual energy-efficiency measures. Depending on the funding requirements, these include work on the building envelope, building systems, heating system or heating optimisation. Heating system replacements are handled by KfW. BAFA is generally responsible for other subsidised individual measures.
Anyone wishing to carry out a comprehensive energy-efficient renovation of a building and achieve a recognised Efficiency House standard is more likely to consider a promotional loan from KfW. In this case, individual building components are not considered in isolation. The decisive factor is the energy performance of the building as a whole. An energy efficiency expert assists with planning, documentation and completion.
Subsidised energy advice may also be useful before a major renovation. An individual renovation roadmap shows which measures build upon one another from a technical perspective. This protects against poor decisions, such as installing new windows without a coordinated ventilation concept or a heating system that becomes oversized after insulation is added later.
Another option is tax relief for energy-efficiency measures on owner-occupied residential property. It works differently from a grant and is claimed through the income tax return. Tax relief and public grants cannot be combined freely for the same measure. A tax adviser should assess whether the tax relief option is more advantageous or even permissible in the individual case. The Federal Ministry of Finance provides official guidance and certificate templates for this purpose. [Information from the Federal Ministry of Finance](https://www.bundesfinanzministerium.de/Content/DE/Downloads/BMF_Schreiben/Steuerarten/Einkommensteuer/2024-12-23-steuererm-energetische-massnahmen.html)
In addition, programmes offered by the state of Rheinland-Pfalz, municipal schemes or time-limited funding from utility providers may be available. Their conditions change. It should therefore always be checked what is currently available at the building's location and can be combined with other programmes.
Who submits the funding application
The applicant is generally the eligible person or organisation. For an owner-occupied or rented detached house, this is usually the owner. Funding for heating systems in private residential buildings is applied for by the owner through the KfW customer portal.
A specialist contractor or energy efficiency expert prepares the technical information and confirmations. However, this does not automatically mean that this person is also the applicant. A technical project description or confirmation for the application does not replace the actual funding application.
For refurbishment to Efficiency House standard, the application is made through a financing partner. This may be a bank, savings bank or another authorised partner. The energy efficiency expert prepares the required technical confirmation. The financing partner forwards the subsidised loan application. KfW describes this process in its [guidance on refurbishment to Efficiency House standard](https://www.kfw.de/inlandsfoerderung/Privatpersonen/Bestandsimmobilie/Energieeffizient-Sanieren/Experte-f%C3%BCr-Energieeffizienz/).
In the case of a condominium owners' association, a distinction must be made: if the refurbishment affects common property, a valid resolution is required first. The application is then submitted in accordance with the rules of the respective programme through the association or its property management company. Measures affecting individually owned property, on the other hand, may be the responsibility of the individual owner.
The safe sequence of steps
The starting point is not the quotation, but the objective. Is only the heating system to be replaced? Does the work concern the roof, windows or façade? Or is a comprehensive refurbishment planned? This decision affects the funding route, technical requirements and applicant.
The building's energy performance is then assessed. For extensive work, an authorised energy efficiency expert should be involved at an early stage. They can assess whether individual measures are worthwhile, what evidence will be required and whether a refurbishment roadmap is advisable.
Only on this basis should suitable quotations be obtained. The quotations must be sufficiently specific to show which work is eligible and which is not. Vague wording makes it more difficult to provide evidence later. Any ancillary work should also be described clearly.
Before signing, it must be established which programme is to be used and what contractual provision the programme requires. If a contract is required before the application is submitted, the prescribed funding condition must be included from the outset. Otherwise, the order should initially be left open.
The energy efficiency expert or specialist contractor then prepares the necessary technical documents. The authorised person then submits the application to BAFA, KfW or via the financing partner. The final order is placed and work begins only once the permitted starting point has definitely been reached. Those seeking maximum planning certainty should wait for confirmation of funding.
Once the work has been completed, invoices, proof of payment and technical confirmations must be submitted. Cash payments are unsuitable for providing clear proof. Any changes during the construction phase should be agreed with the energy efficiency expert and the funding body before they are carried out.
What may be permitted before the funding application
For many programmes, planning and consulting services may be provided before the actual application is submitted. This is precisely what enables professional preparation. This may also include taking measurements, surveying the existing building, carrying out calculations and preparing the necessary funding documents.
A distinction must be made between these services and work directly related to carrying out the refurbishment. Ordering materials, arranging for a system to be delivered, beginning removal work or making instalment payments may be regarded as the start of the project. The conditions of the selected programme are always decisive.
Even making a reservation with a specialist contractor is not automatically without consequences. What matters is not the title of the document, but its content. An “order confirmation”, “reservation agreement” or “letter of intent” may already give rise to binding obligations. If in doubt, it should be reviewed before signing.
A common practical error arises from well-intentioned time pressure: the contractor wants to schedule capacity and presents a contract. The owner signs it while the funding documents are still being prepared. At this point, it must be clear whether the contract is already permissible and which funding clause it must contain.
What applies to purchases, communities of heirs and condominium owners' associations
Anyone purchasing a property in need of refurbishment should consider funding and financing before the notary appointment. Often, only the person who legally holds the required status is eligible for funding. At the same time, the purchase agreement, transfer of ownership and planned start of the refurbishment may take place at different times.
The estate agent does not apply for refurbishment funding on behalf of buyers or sellers. However, they can point out at an early stage which documents are required for energy consulting and financing. These include any existing plans, the energy performance certificate, information about the building systems, known modernisation work and available invoices.
In a community of heirs, one co-heir may not dispose of the jointly owned building alone if they lack the authority to do so. Responsibilities, financing and the status of any resolutions must be clarified before refurbishment work begins. A notary or lawyer is the appropriate contact for legal questions.
In a condominium owners’ association, any measure affecting common property requires a sound decision. The funding application, contract and financing must be consistent with this decision. Early coordination with the property management, energy efficiency expert and financing partner prevents an individual owner from planning a measure that can only be decided by the owners’ association.
What requires particular attention in Eifel and Trier
The Eifelkreis Bitburg-Prüm, Vulkaneifel and Trier-Saarburg area contain a wide variety of buildings. These include older detached houses, former farmhouses, solid natural-stone buildings, houses with later extensions and urban condominiums in Trier. A standard solution is therefore rarely suitable.
For older buildings, the expected future heat demand following potential insulation measures should be assessed before replacing the heating system. For natural stone, timber framing or building fabric worth preserving, the insulation requires a solution that is appropriate in terms of building physics. Otherwise, moisture problems may arise despite the good intentions behind the energy-efficiency measures.
In the area bordering Luxembourg, financing, income and tax circumstances may also have a cross-border dimension. Nevertheless, the property is located in Germany and must meet the requirements of the relevant German funding programme. Tax implications should be clarified with an adviser who is familiar with the individual cross-border commuter situation.
Planned funding is also relevant for sellers. Prospective buyers increasingly ask which measures have already been completed and which are still pending. Funding documents, certificates from specialist contractors and invoices provide more clarity in this regard than general statements such as “energy-efficiency upgrades completed”.
How to avoid common funding mistakes
Create a complete file for the project. It should contain quotations, versions of contracts, the funding application, confirmation of receipt, the funding approval, technical documentation, invoices, proof of payment and correspondence concerning changes. This helps not only with the disbursement of funds, but also when the property is subsequently sold.
Before signing anything, check whether the document already constitutes a binding instruction to proceed. Do not rely solely on the contractor's assurance that the funding will “work out”. Specialist contractors understand their trade. Nevertheless, responsibility for choosing the correct funding route and submitting the application on time remains with the applicant.
Also make sure that quotations and invoices correspond. If the work changes, it should be clarified whether the change is eligible for funding and whether documents need to be amended. A technically superior solution is not automatically covered by the approved project.
Funding programmes may be changed and are regularly subject to the availability of funds. Advice or a prepared technical confirmation does not yet constitute funding approval. You should therefore plan the financing so that the viability of the project does not depend solely on anticipated funding.
Before signing a renovation contract, pause briefly: define the measure, involve an energy efficiency expert or specialist contractor, review the funding route, check the contractual terms and submit the application to the correct body. If you are buying or selling a property in Bitburg, Trier, Trier-Saarburg, the Vulkaneifel or along the Luxembourg border, PRIOCASA can first establish which property documents are available and which specialists are needed for the next steps.
Frequently Asked Questions
Can I sign a contract with a contractor before submitting the funding application?
That depends on the funding programme and the content of the contract. In some cases, a contract containing a prescribed condition precedent or condition subsequent relating to the funding is required before the application is submitted. You should only sign a standard contract that is binding with immediate effect once it has been established that doing so will not result in the loss of funding.
Do I have to wait for funding approval before work begins?
Submitting a funding application and receiving funding approval are not the same thing. Some programmes allow work to begin after the application has been submitted, but the financial risk then rests with you. For greater certainty, it is advisable to wait for approval and review the relevant programme conditions.
Does the energy adviser apply for funding on my behalf?
The energy efficiency expert often prepares technical documentation and assists with the project. However, the eligible property owner generally remains the applicant; for subsidised loans, the application is processed through a financing partner. A technical confirmation alone does not constitute a funding application.
Can I combine a grant with tax incentives?
For the same measure, double funding generally cannot be chosen freely. Different measures may possibly be treated differently if they are clearly separated and the respective requirements are met. Have the tax arrangements reviewed by a tax adviser.
What role does the estate agent play in renovation funding?
An estate agent is no substitute for energy, funding, legal or tax advice. They can compile existing building data and documents at an early stage, clearly identify modernisation requirements during the sales process and advise buyers of the need for specialist assessments.
